PRC-PRB Secretariat Division in PRC-PICC Temporarily Closed to Walk-In Clients

The Professional Regulation Commission (PRC) informs the public that the PRB Secretariat Division in Philippine International Convention Center (PICC), Pasay City, shall be temporarily closed to walk-in clients from December 9, 2020, Wednesday to December 11, 2020, Friday.

The said Division will be closed on the said dates to facilitate disinfection of the office premises and to conduct contact tracing among affected personnel and clients. 

To date, one (1) employee in PRC - PRB Secretariat Division tested COVID-19 positive in Reverse Transcription-Polymerase Chain Reaction (RT-PCR) test, this employee is currently under strict quarantine, including those who have known exposure to the confirmed positive case who are still awaiting results of their swab test.

The Commission is strictly implementing all necessary health protocols, pursuant to and consistent with the directives and guidelines of the Department of Health to protect its clients and personnel.

To avoid disruption of services, PRC-PRB Secretariat Division will continue to implement a work-from-home arrangement and shall address concerns and queries of the public through their email addresses: prb.secretariat@prc.gov.ph and/or at prc.prbsec4@gmail.com

Suspension of Services in PRC San Fernando, Pampanga and PRC Robinsons Starmills on December 11, 2020

This is pursuant to Proclamation No. 2226 (s. 1982), “Declaring Saturday, December 11, 1982 and every Year thereafter as Pampanga Day”.

Decline in home pre-sales seen to go on until 2021

PRE-SALES of residential homes will be down until next year as the pandemic’s impact on households is likely to persist before showing some signs of growth in 2022, an analyst at J.P. Morgan Securities Philippines, Inc. said.

Secular demand and a low interest rate environment will drive growth, said Jeanette G. Yutan, head of the broker-dealer’s Philippine equity research department, in an online interview.

She said J.P. Morgan expects residential pre-sales — or homes sold before they are fully built — to fall by 37% this year before posting  a softer 12% contraction in 2021 on the back of sluggish economic activity.

“Residential demand is primarily a tangible consumer item that people buy and are predominantly affected by the economic backdrop, and given that the pandemic has led to a serious knock-on impact on household income, we think residential sales will be affected by the impact of the pandemic (until next year)” Ms. Yutan said.

She said the sector might rise again starting in 2022 as the impact of the pandemic subsides while secular demand drives growth and strong liquidity in the market cushions risks.

The Philippines’ relatively young population, a big portion of which are under 30 years old, makes it one of the most favorable demographics for the property sector as more will eventually require homes regardless of the pandemic.

“Even during the pandemic, we have actually seen end-user demand in affordable segments still going. Also, we estimate about 60% of those new unemployed are primarily lower skilled workers and they typically won’t be the target market of property developers,” Ms. Yutan said.

“While our numbers suggest a decline in pre-sales, we are incrementally more positive on the sector. We think the downside risk from a collapse in property prices or a sharp correction in physical property prices and risk of rising sales cancellation because of people losing jobs etc., will all be mitigated by the abundant liquidity in the system,”

The central bank has unleashed P1.9 trillion of liquidity into the financial system so far this year through the monetary policies rolled out to cushion the pandemic.

Ms. Yutan said she does not expect physical property prices to collapse like what happened during the Asian financial crisis in 1997-1998.

However, residential sales may still not be able to go back to their pre-pandemic level in the next two years because the previous growth was primarily driven by higher prices and not a surge in volume.

“Our expectation is that property residential sales won’t be able to reach the 2019 level even in 2022 primarily because in 2017-2018, the demand was really driven by prices,” she said. “When you look at the volume, it is actually declining in those two years. It was price-driven growth in the last three years and the sector needs to digest that, but we don’t think prices will collapse.”

Property prices jumped to record highs between 2017 and 2018 after an influx of mainland Chinese nationals into the country, most of whom were involved in offshore gaming operations, and took up huge portions of properties in Metro Manila.

The recent exit of Philippine offshore gaming operators (POGOs) will have a negative, albeit not too big of an impact on office space as they account for 12% of the total, which may cause occupancy to fall by 6-7%, Ms. Yutan said.

The Chinese government said early last year that it would continue with its crackdown on cross-border gambling. At the same time, the Philippine government has been going after the unpaid taxes of POGOs and has been imposing stringent rules that forced some operators to end their businesses in the country. — Beatrice M. The value of clients’ feedback plays a critical driver in performance improvements both for the organization and its personnel. The Professional Regulation Commission (PRC), with its desire to virtually track and monitor the quality of frontline services being delivered unfolds a digital solution for its client relationship management and support through its newly developed system, the “Client Relationship Management System (CRMS)”.

This e-feedback mechanism allows the clients to electronically submit service requests and feedback on the services they received from various PRC offices. With this newly developed system, PRC clients can now rate a service anytime, seven days a week (24/7), and at the same time, raise a concern anytime during weekdays at the comfort of their digital devices.

With the end goal of improving the organization’s performance and sustaining quality services, the CRMS is expected to provide an accurate and reliable system of clients' feedback reporting, which can be utilized in management planning and decision making.

While this PRC’s initiative concretizes the government's aim to streamline the current procedural systems and to promote the Zero-Contact Policy in government processes, it likewise demonstrates the PRC’s ability to digitally adapt to the “new normal” while continuously providing effective positive client relationships.

CPDAS Online Application for Accreditation

The Professional Regulation Commission (PRC) informs the public that, beginning OCTOBER 1, 2020, the Continuing Professional Development Accreditation System (CPDAS) will start accepting ONLINE APPLICATION for accreditation of CPD Providers, CPD Programs, and Crediting Activities that did not go through the CPD Council or Self Directed Activities. 

For purposes of submitting the required e-documents, all CPD Providers with valid accreditation will be provided with their System User Account through email.

PRC Launches CPDAS

The Professional Regulation Commission (PRC) and Continuing Professional Development Program Management Committee (CPD-PMC) announced a significant effort to provide convenience to professionals and CPD providers through the recently concluded virtual launching of the Continuing Professional Development Accreditation System (CPDAS) last September 7, 2020.

Around four point three (4.3) million Filipino professionals and two thousand four hundred sixty (2,460) CPD providers as of June 2020 are expected to benefit from this program, including those incoming professionals and providers.

The PRC, through its CPD-PMC, has been trying to streamline its operations to make its services more accessible and affordable to professionals and CPD providers. It has done this through a number of resolutions that provided guidelines for professionals and CPD providers that enable them to acquire CPD units even during the COVID-19 pandemic or choose undertaking where they promise to complete the CPD requirements in the next renewal cycle. It also provided a transition period  where the CPD credit units required were lowered to fifteen (15); the CPD requirements for OFWs, new board passers were waived, and senior citizens reduced.

With all of the above in place, the PRC then focused on speed and efficiency of service; thus, the computerized CPDAS was developed through the PRC's Information and Communication Technology Service (ICTS) efforts.

The two-fold objective of the system gives both parties-- CPD providers and professionals equal opportunity to process transactions from the comfort of their homes and workplaces, which includes: application as CPD provider; uploading of requirements needed; payment and awarding of notice of approval; application for changes in programs when needed, and submission of completion reports.

On the other hand, professionals can upload their certificates for accredited CPD activities. They can also view their accumulated CPD units as well as forthcoming CPD activities. All these are essential prerequisites to renewal of Personal Identification Card (PIC), which is also done online.

Moreover, the digitalization of CPDAS is not only beneficial to clients, but PRC as a public agency as well. More spaces will be available for the staff since there will be less paper to handle and store; more accurate information will be received because the applications will be more legible; access to information will be faster because the filling system will be more accurate; and more importantly PRC will be going green and advocate environmental sustainability.

The CPDAS launching was made possible through the active participation of approximately one thousand three hundred (1,300) Facebook live viewers and the client-centered leadership of the Members of CPD-PMC with the guidance of Commissioners Jose Y. Cueto and Yolanda D. Reyes, and Chairman Teofilo S. Pilando.

Relative to this, all new passers of different board examinations are advised to wait for the schedule of online oathtaking which will be posted in PRC official website and social media accounts before availing the online oathtaking application system.

Delivery of PRC ID Cards Within Metro Manila

In view of the increasing demand of digitalization and automation of services in the public sector, particularly during this period of the pandemic, the Professional Regulation Commission (PRC), in partnership with Wide Wide World Express Corporation (W Express), its courier service provider, will be providing its clientele the option to have their renewed PRC Professional Identification Card (PRC ID Card) delivered to their homes.

The delivery service of the W Express will be available initially with the PRC ID Card renewal services requiring the online submission of the CPD undertaking. To avail the delivery service, the clients must transact the renewal of their PRC ID Cards through the PRC website, submit the online attestation for the CPD undertaking, and choose the option for shipping.

Once the client opted to avail of the delivery service, they will be required to make entry of their delivery details. The client, after that, will be redirected to the W Express website for the payment of the delivery fees. Due to the online payment feature of the W Express's delivery system that is integrated into the PRC's online renewal system, the delivery service will be limited to the PRC ID Card renewals with (CPD Undertaking) transacted starting June 8, 2020. However, the PRC assures the public that it will continue to enhance its operating system to accommodate those with previous appointments.

As part of the initial deployment, the delivery service will only be piloted within the Metro Manila areas. Once the pilot implementation of the delivery service becomes successful, the same will be made applicable for all PRC services, and eventually, be made available nationwide to cater to more clients.

With the Delivery Service that PRC is offering, clients within Metro Manila, and later, within other areas of the country, will no longer have to go to PRC Offices to claim their PRC ID Cards as it will be delivered to their homes or delivery addresses at their convenience.

These efforts of PRC in providing maximum convenience to its clientele while accommodating them with efficient and quality services support the national government’s thrust in promoting ease in government doing business processes. The PRC will continue to enhance its systems and improve its services for the benefit of its transacting clients amidst the current health crisis.

Resumption of Frontline Services in PRC Morayta and PRC PICC

In view of the pronouncement of the President on August 17, 2020 declaring the National Capital Region and the provinces of Laguna, Cavite, Rizal and Bulacan under General Community Quarantine until August 31, 2020, offices of Professional Regulation Commission (PRC) in Morayta and Philippine International Convention Center (PICC) will open and resume its frontline services beginning August 19, 2020.

In order to regulate the influx of transacting clients and to avoid crowding within the PRC premises, the following appointment schedule shall be implemented in accommodating previously scheduled appointments in the abovementioned service centers.

Transaction under the new appointment schedule should be made on the same day of the week as in the original schedule. (Example: if the original appointment schedule falls on a Tuesday, transaction shall be made also on a Tuesday within the new appointment week). However, if the appointment under the new schedule falls on a holiday it shall be accommodated the following day.

To facilitate smooth transaction, the clients are advised to strictly follow and observe the health and safety protocols being implemented by PRC and PICC administration.
